With the introduction of the world wide web, and the accelerating digitisation that followed, we find ourselves living in a world where a person’s access to digital tools and skills can determine whether or not they are able to participate in social, economic, and political life. The Covid-19 pandemic sharply accelerated this trend, creating an even sharper divide between those that are able to benefit from digital tools, and those that are not.
